The City of Los Angeles is the second largest city in America with a population of approximately 4 million, an operating budget of more than $8 billion and more than 45,000 employees throughout dozens of departments, bureaus and offices. Each year, the City Controller’s Office produces a Comprehensive Annual Financial Report (CAFR), which details the City’s revenues, expenditures, assets and liabilities.

The Community Financial Report (CFR) is an interactive collection of charts and graphs, detailing every function and service the City provides. Our goal is to educate and empower Angelenos about the City’s finances to offer the highest levels of transparency and trust to transform your understanding of Los Angeles.

The Comprehensive Annual Financial Report (CAFR)

Every year, the Controller publishes the CAFR, which details the City’s operations and financial health over the past fiscal year. The CAFR includes financial information on the City’s revenues and expenditures, assets and liabilities, operational expenses, statistics on the performance of the City’s departments, and many other details on the City’s finances.

The Community Financial Report (CFR)

The Community Financial Report (CFR), otherwise known as the Popular Annual Financial Report, summarizes the findings of the CAFR and presents the data in an easy-to-read format, so that everyone can understand the finances of the City. The CFR is a financial reporting project of our office. Our goals are to educate and empower Angelenos on the finances of the City.

Controller’s Message

Fellow Angelenos,

As City Controller, I serve as chief auditor, accountant and watchdog over the City’s finances and operations. Each year my office produces a Comprehensive Annual Financial Report (CAFR), which details the City’s revenues, expenditures, assets and liabilities. Enclosed you will find the fourth annual Community Financial Report (CFR), which summarizes the CAFR and presents the data in an easy-to-read format, so that everyone can understand the finances of the City.

I am pleased to report that the Government Finance Officers Association of the United States and Canada (GFOA) awarded the City its first Outstanding Achievement in Popular Annual Finance Reporting award for its Community Financial Report for the Fiscal Year ended June 30, 2016.
